題目: Induced Physician-Induced Demand (with Kei Ikegami and Ken Onishi)

概要: We investigate the adoption and usage of expensive medical
equipment, particularly MRI, using the panel data on all the Japanese
medical institutions. We find that MRI adoption creates
business-stealing effects on nearby hospitals, which further induces
physician-induced demand. When purchasing MRIs, public hospitals do
not take the expectation of future increase in patients into account
and, as a result, cause greater business-stealing effects and
physician-induced demand than private hospitals do. Our results
suggest that adoption decision of expensive medical equipment needs to
be made collectively rather than individually to avoid not only
excessive adoption but also unnecessary physician-induced demand.

題目: Strategic Intertemporal Budget Allocation of Local Governments in
the Model with Spillovers and Mergers

概要: Mergers of local governments, commonly referred to as municipal
mergers, have been implemented widely to internalize spillover
effects. Many empirical studies point out that municipalities
strategically change the intertemporal budget allocation by increasing
their debt issuance before mergers, which induces the fiscal common
pool problem', because of pooled budgets after mergers. However, this
phenomenon has not yet been analyzed theoretically. Therefore, this
paper examines the mechanism of increased debt issuance before
municipal mergers. Our results show that three different effects
influence intertemporal budget allocations of municipalities at the
time of a merger and the existence of externalities may reduce the
severity of the fiscal common pool problem.

題目: Impacts of high-speed rail construction on urban agglomerations:
Evidence from Kyushu in Japan

概要: High-speed rail integrates regions and cities, and thus can
possibly have significant impacts on the distribution of economic
activities. Using the opening and extensions of a high-speed rail,
Shinkansen, in Kyushu, Japan, we examine its effects on the
distribution of economic activities across urban agglomerations. We
focus on changes in land prices and estimate hedonic price equations
to conduct a difference-in-differences analysis. We find that the
large metropolitan areas gained from the high-speed rail by
experiencing increases in land prices, whereas small metropolitan
areas located between them lost by experiencing decreased land prices.
However, such positive effects are shown to be limited to areas close
to Shinkansen stations.

題目: 電力自由化によるガス市場への影響

概要: 電力自由化で電気料金が低下すれば、エネルギー内で電力の価格が相対的に低下することになる。このことは、家庭内でのエネルギー・ミックスの割合を変化させ、他のエネルギー源へも影響を与えると考えられる。電力価格の低下の影響は、価格の低下により需要が増加するという直接的な影響と、相対価格の低下により他のエネルギーの需要を電力に代替するという間接的な影響の2つに分けられる。電力自由化前後の都道府県レベルのガス需要のデータを利用し、電力自由化が、ガス市場に与えた影響について考察する。推定を行った結果、都市ガスについてはLPガス・電力ともに代替財の関係にあること、所得や気象条件の要因をコントロールすると自由化により需要量が減少していることが示された。
